Final Certificate of Occupancy
After all field inspections have been approved, each permit file is reviewed for
issuance of the C.O.
Before a C.O. can be issued, the following items must be satisfied
- Plan Review (Building Code) conditions on the permit must be complied with.
- Other Town Agency approvals must be obtained when applicable.
These items are explained below.
Plan Review Conditions
Your permit may have been issued with a condition letter. This letter lists any special building
code conditions that need to be satisfied as pertains to that particular job. Some conditions
are directives such as providing flag men at the site. Directive conditions must be complied
with, but don't require a submitted response. Other conditions do require the submittal to
the Building Inspection Division of additional information such as test reports, special
inspection reports, certifications required from architects or engineers. It is at this time
that the Building Inspection Division will verify that a satisfactory response has been submitted
by the permittee (you) for all of these conditions before a C.O. can be issued.
Town Agency Approvals:
Zoning Compliance
Written certification of zoning compliance shall be obtained from the Zoning Enforcement Officer,
Planning and Zoning, and shall be submitted to the Division of Building Inspection by the
permit holder.
Other Town Agency Approvals
At this stage the permit is reviewed to insure that other Town agency approvals have
been satisfied. The following are agencies whose approval may be required and the format
in which this approval is accomplished.
Greenwich Fire Marshal: 622-3950
This office has fire inspectors that will inspect the work done under the permit. You are responsible for scheduling this inspection directly with the Fire Marshal's office. When this inspection has been made and approved, the Fire Inspector will notify the Division of Buildings directly, usually by email. If the Fire Inspector signs your Inspection Record Card you will be required to bring the card into our office so we can make a copy of it. We will not accept a copy that is not made by our staff. This approval does not apply to one and two family dwellings.
DPW, Sewer Division: 622-7760
New buildings that are connected to the Town sewer system require an inspection of the
sewer connection by the Sewer Division of the DPW. You are responsible for arranging
for these inspections with the Sewer Division prior to backfilling. After inspection,
you will be issued a Notice of Sewer Connection (Sewer Final). You must submit this
notice to the Building Inspection Division before a C.O. can be issued.
DPW, Engineering Division: 622-7767
P&Z conditions often require approval from the Engineering Division prior to C.O.
If Engineering approval is required, you are responsible for arranging the inspection
and providing the Engineering Division with any information they need. After inspection,
the Engineering Office will send a memo to the Division of Building Inspection
stating they have no objections to the issuance of a C.O.
Health Department,
Division of Environmental Health: 622-7838
All buildings that involve any of the following will require approval from this
Division prior to the issuance of a CO:
Serving or preparation of food for the public
Buildings that discharge into a private septic system
Buildings that are supplied with water from a well
Irrigation wells
Child care facilities
Cosmetology facilities (nail/beauty salons, etc.)
Variety/food stores (including mini-marts)
Public pools (including private clubs)
This Division will issue a memo to the Division of Building Inspection stating
their approval. It is the responsibility of the permittee to obtain all inspections
and approvals from this Division.
Issuance of the Certificate of Occupancy
After all required inspections have been approved, and all conditions have been met,
the permit process is complete and a C.O. will be issued. This C.O. is generated
through the automated permit management system (Cstone) and printed out within a few
days of the permit process completion. This certificate permits legal occupancy of
the building and is mailed to the permittee with a copy to the owner.
Occupancy of any building or altered portion of a building without first obtaining
a C.O. is a violation of Section 118.1, of the CT State Building Code.
