What is a Plan of Conservation and Development (POCD)?

A Plan of Conservation and Development is a blueprint for the future. It is a community vision that is intended to guide the Town’s physical and economic development for the next 10 years. The POCD will result in a set of policies that direct future growth and development. Additionally, the Plan can lead to potential strategies that will help effectively guide Town leaders with making substantive and thoughtful decisions for the community.

What are the contents of a Plan of Conservation and Development?

The POCD assesses existing issues and opportunities in Greenwich, describes future goals for the community, and includes an action plan on how to achieve them. The Greenwich Plan of Conservation and Development will address the following:

  •     Land use and development
  •     Public social spaces
  •     Housing cost and variety
  •     Transportation and mobility, including walking, cycling, and transit
  •     Parks and open space
  •     Public facilities and infrastructure
  •     Sustainability and resiliency, including sea level rise
  •     Historic structures and landscapes
  •     Changes in retail and work / economic development
  •     Implementation

Who is involved in creating the Plan of Conservation and Development?

It is critical that all of Greenwich’s stakeholders are involved in the development of the POCD. The Town is committed to involving residents and business owners and operators in the process in order to craft a community vision for Greenwich’s future. Ultimately, the POCD will be approved by the Planning & Zoning Commission and presented for adoption at the Representative Town Meeting.

We already have other plans. What will happen to those?

Existing plans are an important part of the POCD process. These plans will inform the POCD and in some cases will be incorporated into the Plan if the goals and vision are still consistent with the community’s aspirations.

When will the Plan start and when will it be completed?

Although the planning process has been initiated, in-person engagement will begin in January 2018. The Plan is anticipated to be completed in 2019.

How can I get involved in the process?

It is important to get involved in all the POCD activities, from data collection, to community visioning and mapping, to creation of community goals and objectives. The Get Involved page of this website describes all the opportunities available to give your input, including public meetings, online surveys and questionnaires, and an interactive mapping tool. The News & Updates page will list meeting dates and times throughout the process as they are scheduled. Finally, materials from meetings and more information detailing the POCD process can be found on the Documents page.
