The Town of Greenwich remains in a state of emergency. The sheltering facility at Eastern Middle School will continue to operate around the clock. For more information on sheltering or the reception center, call the non-emergency hotline at 203-622-8000.
Temperatures tonight are predicted to be in the 20’s and 30’s across the region. Residents without power should prepare for below freezing temperatures and should consider taking refuge in the sheltering facility, especially those with health conditions or those who are frail or elderly.
Residents in Greenwich who suffered damage as a result of Hurricane Sandy must register with FEMA by phone or online to access this aid. To register by phone, residents can call 1-800-621-FEMA (3362). The TTY line for people with speech or hearing impairments is 1-800-462-7585. The line is open from 7:00 a.m. to 10:00 p.m., seven days per week.
To register online, applications may be completed at www.disasterassistance.gov.
If residents have disaster assistance questions, call the FEMA Helpline at 1-800-621-3362.
The U.S. Small Business Administration:
The SBA, through its Office of Disaster Assistance (ODA), is responsible for providing affordable, timely, and accessible financial assistance to homeowners, renters, and businesses following a disaster. Financial assistance is available in the form of low-interest, long-term loans.

Connecticut Light & Power:
Connecticut Light & Power is not able at this time to estimate when power will be restored to specific streets or neighborhoods. Currently, CL&P estimates that 9% of the Town is without power as of noontime. Residents are advised to keep their distance from all downed wires, as they must be considered live and dangerous.
CL&P has assigned 201 Line Crews, 80 Tree Crews, 8 Service Crews, and 35 Pole-Set Crews to our Town. All of these crews are operational and are currently aiding in the power restoration effort.
Connecticut Natural Gas Company:
For gas service to be resumed, residents must:
1) get their gas clearance from the Town, via the green certificate, by calling Public Works at 203-629-6999,
2) have power restored to their home, and
3) call Connecticut Natural Gas (CNG) Company at 203-869-6900 to open the gas line.
Weather Update:
A coastal storm is expected to impact our area on Wednesday and Thursday. This storm has the possibility of producing sustained winds of 20-35 mph and gusts of 45-60 mph especially along the coast. A surge of 3 to 5 feet above normal is possible resulting in minor to moderate flooding. Fortunately, astronomical tides are low this week. Highest tidal impacts will be felt in western Long Island Sound due to piling of water in northeast fetch. High tide on Wednesday is expected at 5:10 p.m. It is predicted that the Nor’easter could potentially be severe.
Holly Hill:
Holly Hill is operating with extended hours to accommodate disposal needs. Residents are reminded that storm-related organic materials may be disposed of at Holly Hill for no cost. This free service is for residents disposing of their own debris. Commercial landscapers and haulers are still required to pay the usual fee. Residents are encouraged to take advantage of the extended hours and open dates at Holly Hill to clean up their property.
Holly Hill Resource Recovery Facility will remain open until 4:00 p.m. to the public for the entire week. Reminder – enter via Muskrat Pond Road, as the main entrance is blocked by trees and wires. Your cooperation and patience are appreciated while we work to return the facility to normal operations as soon as possible.
Department of Public Works:
Sandbags: with the upcoming storm, residents may want to hang on to their sandbags and use them if needed. Also, as winter is coming, put the sand in large pails (old spackle buckets, big cat litter tubs, etc.), or return the bags to the Fire Station where you picked them up and put the material back on the pile.
Leaves: to help the Town's leaf collection program this year, put leaves in bags. Bagging helps to keep leaves corralled and out of storm drains during Fall rains, and bagging makes it easier to collect leaves should Greenwich experience inclement weather. As the Department of Public Works cleans debris from Town trees (remember not to put private debris in the right of way), it is important not to mix leaves with brush, branches, or logs.
The Building Inspection Division has a staff member who is coordinating inspections at the Sound Beach Fire House on the second floor. He will have trade permit applications available and will accept those applications. These are applications for mechanical work such as replacing a hot water heater or an electrical panel (not for replacing a home or for more major work requiring a building permit). In addition, the Building Inspection Division hours have been extended this week to 4:00 p.m. to handle storm related permits. Your contractor can come in between 8:00 a.m. and 4:00 p.m. to begin the process. The Town building inspection number is 203-629-6999. .
Social Services:
Individuals experiencing mental health symptoms such as anxiety or depression may seek support at Red Cross shelters or by calling United Way's 211 Infoline.
The Town appreciates the collaboration between the Department of Social Services and the Department of Health for recruiting the Salvation Army to assist with food service at the Red Cross Shelter. The Town also extends its sincere thanks to the Salvation Army for all of the good work that it has provided to the Greenwich Community in this time of need.
Armstrong Court:
Power restoration to Armstrong Court proved to be especially difficult due to extensive damage to the power systems there, leaving many residents without power heat or lights. While the Town was attempting to do everything to restore power, a decision was made by the First Selectman to provide special meals and water on-site at Armstrong Court. A taskforce made of up GEMS, Police, the Red Cross, and the Salvation Army responded there last evening.
Approximately 60 residents were provided with a hot meal, courtesy of the Salvation Army, while GEMS, Police, and the Greenwich Council, Boy Scouts of America distributed heater meals and bottled water. To lift the spirits of the children there, the Red Cross distributed soft, new stuffed animals.
The Reverse 911 system was used to notify residents of the event at Armstrong Court in both English and Spanish.
Fraud after the Storm:
The Greenwich Police Department has not received any fraud related complaints in the wake of Hurricane Sandy. However, we want to remind our residents that there are always opportunistic criminals willing to victimize our citizens through some sort of scam.
Charity Scams: Many scammers will pose as legitimate charities and convince you during this time of high desire to donate toward those in need and divert money and goods to their illegitimate organization. We would suggest donating to established national charity organizations or a local charity group which you may already be affiliated with.
Contractor Scams: Do not fall for the telephone solicitors who may be very convincing when they tell you they work for some far off contracting company that is affiliated with a federal or state agency. It’s best to stay with the many local reputable contractors in the area. Check your local yellow pages or the Better Business Bureau or work directly with your insurance company. A few things to remember regarding contractors in the State of Connecticut:
• Always ask contractors for their Connecticut Home Improvement Registration number, ask where they are located and their phone number, and ask for references.
• Before ANY contractor works on your home, verify that they have a Connecticut Home Improvement Salesman's Registration at the State of Connecticut Department of Consumer Protection Website at www.ct.gov/dcp , or by calling 1-800-842-2649.
• Always get three separate WRITTEN estimates. CT Law requires that on any written contract or proposal it must include what is known as a 3-day notice of cancellation. This notice prohibits the work from being conducted and allows the consumer three days in which to cancel the work and obtain a full refund. This time is for your protection and allows you to make informed decision.
• NEVER pay cash even if you believe that your insurance company is going to reimburse you soon.
Legitimate operators of contracting companies and charitable organization understand how often scams are perpetrated abusing the reputation that the reputable operator has established. They will always comply with any request to verify their legitimacy. If the contractor or organization makes any excuse as to why some part of their operation can not be verified we, suggest you stay away and make other arrangements.

While the Department of Health has closed the sheltering segment of the operation at the Bendheim Western Greenwich Civic Center, the American Red Cross continues to maintain the facility as a reception center during normal civic center hours. Residents are able to recharge their electronic devices, get out of the cold, and enjoy a small snack.

Residents are advised to keep their distance from all downed wires, as they must be considered live and dangerous.
CL&P has assigned 170 Line Crews, 80 Tree Crews, and 31 Pole-Set Crews to our Town. All of these crews are operational and are currently aiding in the power restoration effort.
Verizon:
Verizon is actively working on restoring phone lines. Twelve (12) crews arrived in Greenwich on Saturday and 4 more are due today. An additional 10 crews are scheduled to arrive on Wednesday, November 7.

• An easy and effective way to help in the relief effort is to make a financial gift to the Red Cross Disaster Relief Fund. Visit www.redcross.org , call 1-800-RED-CROSS (1-800-733-2767) or text the word REDCROSS to 90999 to make a $10 donation. Your gift enables the Red Cross to get prepared and provide shelter, food, emotional support and other assistance to those affected.
• Red Cross is also recruiting medically credentialed individuals to support NYC shelters. To volunteer, contact HealthServices@nyredcross.org
• Donating blood is another good way to support the relief effort. Two blood drives are scheduled in Greenwich this week:
o Monday, November 4 at Temple Shalom, East Putnam Avenue, Greenwich, CT, from 1:30 to 6:30 pm
o Friday, November 9 at St. Mary’s Church, 178 Greenwich,
Avenue, from 12:30-6:00 pm.
• To schedule a donation time or to get more information about giving blood, visit www.redcrossblood.org or call 1-800-RED-CROSS (1-800-733-2767). Blood donors must be at least 17 years of age, meet weight and height requirements, and be in general good health. Donors should bring their Red Cross blood donor card or other form of positive ID with them.

The cost to sort, package, and distribute these types of items to disaster survivors is usually greater than the cost of purchasing the items locally, and it is logistically impossible to distribute a wide variety of individual items in a meaningful and equitable way.

The Department of Health and American Red Cross have consolidated their shelters to one location at Eastern Middle School in Riverside as of today. While the Department of Health has closed the sheltering segment of the operation at the Bendheim Western Greenwich Civic Center, the American Red Cross continues to maintain the facility as a reception center during normal civic center hours. Residents are able to recharge their electronic devices, get out of the cold, and enjoy a small snack. For the weekend of November 2-4, the Bendheim Western Greenwich Civic Center will be open:

Connecticut Light & Power:
Connecticut Light & Power is not able at this time to estimate when power will be restored. The universal restoration time given is Monday to Tuesday for 95% of itscustomer base. Currently, CL&P estimates that 51% of the Town is without power as of this morning. Residentsare advised to keep their distance from all downed wires, as they must be considered live and dangerous.
At 10:00 am, CL&P assigned 32 line crews to Greenwich. At 2:00 pm, an additional 50 line crews are arriving in Greenwich. At 3:00 pm, another 45 line crews are being assigned to our Town, for a total of 127 line crews by this afternoon aiding in the power restoration effort.
Power has been restored to all voting locations, except for the North Mianus and Julian Curtiss schools, in preparation for the upcoming election. Those two schools are expected to be up and running by the end of the day today.
Connecticut Natural Gas Company:
For gas serviced to be resumed, residents must:
1) get their gas clearance from the Town, via the green certificate,
2) have power restored to their home, and
3) call Connecticut Natural Gas (CNG) Company at 203-869-6900 to open the gas line.
Commodities Distribution:
Water and meals-ready-to-eat will be available for public distribution at Sound Beach Avenue and Banksville Road as of 4:00 p.m. today.
Holly Hill:
Holly Hill is operating with extended hours to accommodate disposal needs. Residents are reminded that storm-related organic materials may be disposed of at Holly Hill for no cost. Clean all toys and equipment with a disinfectant or discard them after contamination with flood waters.
Do not eat any food that may have come into contact with flood water. This includes packaged food items in plastic, paper, cardboard, cloth, and similar containers that may have been water damaged, as well as beverage containers with screw-caps, snap lids, crimped caps (soda bottles), twist caps, flip tops, and home canned foods, as these tops cannot be disinfected appropriately. All clothing, curtains, bedding, etc. should be washed with hot, soapy water, and bleached if possible. Furniture and floors may be rinsed with clean water after washing with soap and water; disinfect if possible.
Never assume that water-damaged structures or ground are stable. Structural elements that have been submerged or subject to rushing flood waters may be unsound.Assume all stairs, floors and roofs are unsafe until inspected and leave immediately if shifting or unusual noises signal a possible collapse.

A representative from the Town’s water supplier, Aquarion, has verified that the Town’s water supply is safe to drink. If there is any discoloration in your water, boil it for 10 minutes before it is consumed. Home owners with a well water supply that has been affected by flood waters should consider their well water contaminated. Until the flood waters recede, all well water must be boiled for a minimum of 10 minutes before it can be consumed. After the flood waters have receded from around the well, the water should be disinfected with a chlorine solution before it is consumed. While the disinfection can be done by a homeowner, the Department of Health recommends that a well driller provide the service.
Foods in the Freezer and Refrigerator
With the door closed, food in most freezers will stay frozen for up to 3 days. When freezers are in good working condition, thawing will depend on the following:
• A full freezer stays cold longer than one partially full. (24 hours for a half full freezer and 48 hours for a full freezer).
• A freezer filled with meat stays cold longer than a freezer filled with baked goods.
• The colder the food, the longer it will stay frozen.
• A well-insulated freezer keeps food frozen longer than one with little insulation.
• The larger the freezer, the longer food stays frozen.
If the refrigerator door has been kept closed during the power outage and an accurate thermometer registers a temperature of 45 degrees F or less, the contents of your refrigerator will be generally safe to eat. However, if food items taste sour or smell bad, they should be immediately discarded.
If the temperature of the refrigerator is above 45 degreesF for more than four (4) hours, discard all perishable items or cook and consume them immediately.
Most refrigerators will maintain safe temperatures up to twelve (12) hours depending on the fullness. Processed food items as well as uncut fruits and vegetables will last longer. Fish, shellfish, meat and poultry items will spoil quickly so these items should be prepared for consumption immediately. Food items that smell bad or seem to be discolored should be discarded. Judgments should be applied for all foods. If you remain unsure or uncomfortable about the food item, then discard.
When Food Has Thawed
Thawing depends on many factors; you may safely refreeze some foods if they still contain ice crystals and if they have been kept at 45 degrees F or less than 2 days. The best practice is to cook these foods for consumption as soon as possible. When thawing occurs, the following should be considered:
• Fruits: Refreeze fruits if they taste and smell good. Fruit that is beginning to ferment is safe to eat, but will have an off-flavor. Such fruit could be used in cooking, but it is not recommended.
• Frozen Foods and Frozen Dinners: Do not refreeze frozen foods that have thawed; either cook them for consumption, discard or refreeze after cooking thoroughly.
• Vegetables: Do not refreeze thawed vegetables.Bacteria in these foods multiply rapidly. Spoilage may begin before odors develop. Cook them for consumption, discard or refreeze after cooking thoroughly.
• Meat and Poultry: Examine each package of thawed meat or poultry. If odor is offensive or questionable, or if the meat temperature has exceeded 45 degrees F then discard. Discard all stuffed poultry. Cook thawed but unspoiled meat and poultry immediately. After cooking, meat can be refrozen or refrigerated for consumption.
• Fish and Shellfish. These are extremely perishable.Do not refreeze unless ice crystals remain throughout the package. Seafood may be spoiled, even if it has no offensive odor. Cook thawed seafood for consumption or discard.
• Ice Cream. Do not refreeze melted ice cream. Consume it or discard.
If any foods have an offensive or questionable odor, do not consume them, just discard.

Inland Wetlands and Watercourses Agency:
During the storm clean up, the Inland Wetlands and Watercourses Agency will not act to slow the clean up process. Residents with storm damaged trees in or adjacent to wetland and watercourse areas are permitted to remove such trees without the prior consent of department staff. Residents experiencing such hardships are asked to document the damage in case a member of the Agency compliance staff is later asked to investigate activities. The exemption does not include unaffected areas within the landscape for properties containing wetlands or watercourses. Additionally, at no time should any drainage modifications or structural improvements occur on properties containing wetlands and watercourses without first consulting with Agency staff. Cooperation will ensure added hardships are not introduced to adjoining neighbors and/or the surrounding community.

CL&P estimates that 60% of the Town is without power as of this morning. It is advised that residents keep their distance from all downed wires, as they must be considered live and dangerous. This also allows for utility workers and public safety personnel to quicken the restoration effort.
Police:
The Town has received additional resources for opening up our roads by utilizing contractual tree crews provided by CL&P. Presently there are 14 line crews and 23 tree crews in service.
If you live on a dead-end street that is blocked, or if your home is on a road that is blocked on both sides, and you cannot get out, call the Police dispatch non-emergency number 203-622-8004. Do not call this number to reportpower outages or any other issues except the inability to enter or leave your residence due to downed trees, poles,or wires.
If you were affected by Hurricane Sandy, please make sure to reach out to your family and friends to inform themthat you are okay. This will reduce the volume of calls Police dispatch is receiving where people are requesting information about loved ones they have not yet heard from. This will allow the Police to focus on the restorationeffort and true emergencies.
Public Works:
Please do not mix hot fireplace ashes with your trash. You may cause a fire in your home, your hauler's vehicle, or at Holly Hill. Let ashes cool in your fireplace or place them in a fireproof container with water at least 10 feetaway from all structures.
Parks and Recreation:
The Dorothy Hamill Skating Rink at 14 Sherman Avenue will be open for a free public session today from 12:30p.m. – 2:00 p.m. Regular skating classes and hockey practice will resume today until closing time. For more information contact the Rink at 203-531-8560.
The Western Greenwich Civic Center will have an open gym today until 3:00 p.m. Regular scheduled classes andgym programs will resume until 7:00 p.m. tonight. The WGCC will run the Youth Basketball Clinic and Men's basketball meeting tonight as scheduled.
The Eastern Greenwich Civic Center will be open until 5:30 p.m. today. The facility will operate on its regular schedule tomorrow. The Gem and Mineral Show scheduled for November 3 and 4 has been cancelled.
The Griffith E. Harris Golf Course is closed until further notice. The facility has no power, phones, water or septic services. Please do not visit the golf course during this time. The Driving Range will remain closed until next season.

Bob DeAngelo, Executive Director of the Boys and Girls Club of Greenwich, announced this morning that the Boys and Girls Club has power and is reopening to the public. President Obama announced today that the State of Connecticut has been declared a disaster area. Governor Malloy announced that residents in Greenwich who suffered damage as a result of Hurricane Sandy must register with FEMA by phone or online to access this aid. To register by phone, residents can call 1-800-621-FEMA (3362). The TTY line for people with speech or hearing impairments is 1-800-462-7585. The line is open from 7:00 a.m. to 10:00 p.m., seven days per week.
To register online, applications may be completed at www.disasterassistance.gov.
If residents have disaster assistance questions, call the FEMA Helpline at 1-800-621-3362.

If the temperature of the refrigerator is above 45 degrees F for more than four (4) hours, discard all perishable items or cook and consume them immediately.
Most refrigerators will maintain safe temperatures up to twelve (12) hours depending on the fullness. Processed food items as well as uncut fruits and vegetables will last longer. Fish, shellfish, meat and poultry items will spoil quickly so these items should be prepared for consumption immediately. Food items that smell bad or seem to be discolored should be discarded. Judgments should be applied for all foods. If you remain unsure or uncomfortable about the food item, then discard.
When Food Has Thawed
Thawing depends on many factors; you may safely refreeze some foods if they still contain ice crystals and if they have been kept at 45 degrees F or less than 2 days. The best practice is to cook these foods for consumption as soon as possible. When thawing occurs, the following should be considered:
• Fruits: Refreeze fruits if they taste and smell good. Fruit that is beginning to ferment is safe to eat, but will have an off-flavor. Such fruit could be used in cooking, but it is not recommended.
• Frozen Foods and Frozen Dinners: Do not refreeze frozen foods that have thawed; either cook them for consumption, discard or refreeze after cooking thoroughly.
• Vegetables: Do not refreeze thawed vegetables. Bacteria in these foods multiply rapidly. Spoilage may begin before odors develop. Cook them for consumption, discard or refreeze after cooking thoroughly.
• Meat and Poultry: Examine each package of thawed meat or poultry. If odor is offensive or questionable, or if the meat temperature has exceeded 45 degrees F then discard. Discard all stuffed poultry. Cook thawed but unspoiled meat and poultry immediately. After cooking, meat can be refrozen or refrigerated for consumption.
• Fish and Shellfish. These are extremely perishable. Do not refreeze unless ice crystals remain throughout the package. Seafood may be spoiled, even if it has no offensive odor. Cook thawed seafood for consumption or discard.
• Ice Cream. Do not refreeze melted ice cream. Consume it or discard.
If any foods have an offensive or questionable odor, do not consume them, just discard.
Holly Hill:
As of tomorrow, November 1, Holly Hill will be open at 8:00 a.m. for residents and commercial debris haulers. The Muskrat Pond Road entrance must be used, as the front gate is still blocked and there are multiple poles down inside and outside the facility. Residents may bring their household trash and recycling. All waste types will be accepted.

The Town of Greenwich remains in a state of emergency. Shelters are open to accommodate those affected by Hurricane Sandy. There are 15 people being sheltered at Western Greenwich Civic Center (449 Pemberwick Road), and 37 people sheltered at Eastern Middle School (51 Hendrie Avenue).
Connecticut Light & Power is not able at this time to estimate when power will be restored. Residents should plan for a multi-day outage. CL&P estimates that 67% of the Town is without power as of this morning. CL&P’s policy is to make conditions safe for its field workers before the restoration of power can commence. It is advised that residents keep their distance from all downed wires, as they must be considered live and dangerous.

As residents return to their homes, they should exercise extreme care. Access to the most severely flooded areas is being tightly controlled and only residents with proper identification will be allowed to enter. Utilities are still out in most of these areas and hazards such as downed wires, tree limbs, and debris are present on the roads. Drive and walk very carefully. Bring with you supplies such as flashlights, batteries, bottled water, and anything you may need to complete the assessment of damage under these difficult circumstances. Do not cut or walk past colored tape that was placed over doors or windows unless local authorities advise it is safe to do so. If an inspector has placed a color-coded sign on your residence, do not enter until you get more information.
If you have children, leave them with a relative or friend while you conduct your first inspection after the storm. Check the outside before you enter. Look for loose power lines, damaged gas lines, foundation cracks, roof or wall damage; they could indicate the interior has been seriously damaged.
If there is no significant exterior visible damage, then check inside. Wear appropriate clothing and shoes. Many people are injured after disasters during clean-up. Also, flooding can cause mold which may increase health risks for those with asthma, allergies or other breathing difficulties.
If your house experienced tidal flooding or was damaged by a fallen tree and your gas and/or electrical service was shut off by the utility company, your house is required to be inspected by a Town inspector to determine if your service can be restored. Once Town inspectors have determined that your dwelling is safe for utilities to be restored, the Town inspector will notify the utility company that it is approved for restoration. The inspection notice on your home will have contact information. If you are outside the flood zone and have an emergency inspection need, please contact (203) 622-7755.
Sniff or smell for gas; if you smell gas leave the property immediately and call 911 from a cell phone or neighbor's home. Contact the Connecticut Natural Gas Company about turning your gas back on if it was shut down as a safety precaution before the storm. If water has entered the home, open windows and doors to promote drying. If the power is out, inspect for damage with a flashlight. Never use an open flame such as candles. Disconnect and check appliances for water damage before using.
Make temporary repairs, such as covering holes, bracing walls, and removing debris. Save all receipts. Take photographs of damage. You may need them later to substantiate insurance claims.

The Town of Greenwich remains in a state of emergency. The next high tide will be at 12:37 a.m. Shelters remain open to accommodate those affected by Hurricane Sandy. There are 28 people being sheltered at Western Greenwich Civic Center (449 Pemberwick Road), and 36 people sheltered at Eastern Middle School (51 Hendrie Avenue).
We advise all residents to stay indoors for at least another day, except in the event of emergency. Please stay off the roads to permit our emergency personnel to do their jobs. Four CL&P dedicated line crews are working with Town crews to open roads. Priorities include clearing North-South routes, as well as East-West routes. The Town has 2 Tree Crews consisting of 4 people each, and has 3 outsourced Tree Crews consisting of 3-4 people each. Governor Malloy has assigned National Guard units to assist in opening Town roads.
If your house experienced tidal flooding or was damaged by a fallen tree and your gas and/or electrical service was shut off by the utility company, your house is required to be inspected by a Town inspector to determine if your service can be restored. Once Town inspectors have determined that your dwelling is safe for utilities to be restored, the Town inspector will notify the utility company that it is approved for restoration. A representative from Aquarion has verified there is no issue with their Greenwich drinking water. However, private wells that have been flooded should be considered contaminated, and water must be disinfected with a chlorine solution or boiled for at least ten minutes prior to consumption. Water should be pumped or allowed to recede around the well before the well is disinfected.
Due to safety concerns, Halloween will be postponed. A new date will be announced later in the week after storm damage has been cleared and power restored.
The Director of Parks and Recreation, in conjunction with the Chief of Police, has decided to keep Greenwich Point closed until further notice. A specific date for reopening will be announced once an assessment of the damage is made.
The Holly Hill Resource Recovery Facility is closed to residents on Wednesday. It will be open at 9:00 a.m. to commercial haulers, who must enter via Muskrat Pond Road, as the main entrance is blocked by trees and wires. We appreciate your cooperation and patience while we are working hard to return the facility to normal operations as soon as possible.

Sustained winds have reached the threshold where outdoor work has to be suspended. CL&P crews’ ability to work safely to restore power under these conditions must be delayed until conditions permit. Downed trees are beginning to pose problems as well. Three trees have fallen in the Cos Cob section of Town, with some damage to houses. A downed tree branch struck and damaged a police car. No one has been injured as a result of storm-related activity.
There are 2 partial road closures and 20 full road closures throughout Town from both trees and flooding. In summary:

This is the daytime update of conditions related to Hurricane Sandy for Monday, October 29th.
Having turned to the west, the center of the storm itself remains about 200 miles from the coast of New Jersey and is continuing on its predicted north-northwesterly track. Winds have accelerated in our area and wind speeds will continue to increase over the next several hours. Several large trees and branches have already come down in town which have resulted in some temporary localized road closures. The high tide which occurred prior to noon this morning was several feet over normal and has already resulted in localized flooding and temporary road closures in low-lying areas. No large area power outages have been reported yet in Town, however they are likely to occur.
Effective at 1:00 pm today, Governor Malloy ordered all limited-access roadways – highways with entrance and exit ramps – closed to non-emergency traffic until further notice. Metro North Commuter railroad service remains suspended.
Residents who are not indoors should seek shelter now. The only exception is for residents in mandatory evacuation zones who did not evacuate. If you are still in a mandatory evacuation zone, you should leave immediately. The Town has two emergency shelters open – one at the Eastern Middle School and the other at the Western Greenwich Civic Center in Glenville.
If you cannot leave immediately and are in a mandatory evacuation zone or other low-lying area that may flood, you should have a plan to shelter-in-place. Move all people, pets, an emergency supply of food and clean water, medicines and other necessities to the highest floor of your home. Bring a charged cell phone and charger.
Once again, outdoor conditions are becoming increasing hazardous and are expected to degrade over the next several hours. Get indoors now and stay there.
The next critical period will include the run up to darkness through the period of high tide tonight at midnight. The Town of Greenwich Emergency Operations Center is open and fully staffed. The Town’s emergency responders, public works staff and area utility crews are standing by and ready to respond to emergencies. That said, please do not rely solely on us to keep you safe. The best way to ensure you and your family’s well-being is to remain aware of your surroundings and circumstances and be proactively responsible for your own safety.

Mandatory evacuations were ordered at 1:00 p.m. for areas 1, 2, and 3 as identified on our Sea, Lake, and Overland Surges from Hurricanes (SLOSH) Map. These are generally low lying areas like Mill Pond in Cos Cob, areas near the coast of the Long Island Sound and Byram River. It is likely that trees will be downed by the strong winds, and electricity will be lost for several days. CL&P will commence restoration when the storm abates. Tesei today convened a second meeting with key Town officials, Greenwich Hospital, utility representatives, and Emergency Management Director, Dan Warzoha, to discuss specific departmental and townwide preparations for Hurricane Sandy. The Town’s Emergency Operations Center will open on Sunday in anticipation of the event. Specific topics and areas of consideration discussed during the meeting included:
Marinas:
Please take every precaution to prevent damage to your vessel, your neighbor’s vessel, and other property. If your vessel is trailerable, the best action is to haul your vessel. The Town launching ramps will be available to any resident who wishes to haul out. If you need a place to leave your vessel until the storm passes, you may use the Town’s parking and storage lots within the Marine Facilities. Please speak to one of the Town of Greenwich employees/Dock masters on location prior to leaving the vessel. Some areas may be marked off – please do not store your vessel in those areas. Make sure your vessel is secured to the trailer, and that valuables and any canvas that can increase windage, or be torn, are removed. Make sure that your name is on the trailer and that you reclaim your vessel soon after the storm has passed. Upland storage space is limited, so please be considerate of others when leaving your vessel. If you cannot haul your vessel, make every effort to secure the vessel following generally practiced hurricane preparedness actions. Sandbags:
Property owners who have a need for sandbags may pick them up from a number of Town sites. They can be obtained at Sound Beach Firehouse in Old Greenwich, at Cos Cob Fire Station, and at Glenville Fire Station. Supplies will be replenished as needed, but please be considerate of the needs of others and limit yourself to only those that you require.

If some residents are forced to evacuate their homes, the Town has commenced preparations to open the Western Greenwich Civic Center at 449 Pemberwick Road as an emergency shelter. If you are in an area where you may need to evacuate, you should make arrangements now for your pets. The District will monitor the situation and will make decisions about school closings or delays based upon the safety of our students and our staff. Oct. 25, 6:00 p.m.: The National Weather Service is forecasting that Hurricane Sandy will impact the Northeast United States Atlantic coastline.The State of Connecticut, through the Governor’s Office and the State Department of Emergency Services and Public Protection Division of Homeland Security, have issued advisory notifications to prepare municipalities for this upcoming event.

Based upon preliminary reports, we anticipate that “Sandy” has the potential for moderate to significant impact to Greenwich at the beginning of next week.
Town personnel are securing all Town facilities, reviewing their response plans, and organizing their human and physical resources to be ready for what may impact our Town. The Town has consistently followed a priority list that addresses life safety issues as the most important area of concern. Other priorities include road closures, safe routing for traffic and pedestrians, and debris removal.
We will be updating on the situation twice-a-day, starting tomorrow at 6:00 p.m. Regular updates will follow at 11:00 a.m. and 6:00 p.m.
