Proposed 2nd Substantial Amendments to PY2010 LEGAL NOTICE PUBLIC COMMENT/INPUT - GREENWICH CDBG PROGRAM COMMENTS ON THE PROPOSED SUBSTANTIAL AMENDMENTS TO THE 2010-2014 CONSOLIDATED PLAN AND 2010 ANNUAL ACTION PLAN
The Town of Greenwich is pleased to announce that the CDBG program received additional unexpected and unallocated program income in the amount of $68,750. These funds have been allocated to program year 2010 activities that will benefit low- to moderate-income people. During the Community Development Advisory Committee (CDAC) December 20, 2010 meeting, the members decided to support the following activities:
1. St. Luke's LifeWorks (SLLW) Boiler Replacement Project at Franklin Commons - $57,450 CDBG funds will be utilized to replace one of the two boilers at Franklin Commons, the largest facility operated by SLLW. Franklin Commons houses the following SLLW programs: Family Housing Program (21 beds); Education and Employment Program; Youth Services Program: Bright Space area for children; and their administrative offices. In addition to these programs, Franklin Commons is also home to 13 other programs/services that are vital to the low/moderate-income persons living in the area. SLLW has applied for a CT State grant to fund the replacement of the other boiler.
2. St. Luke's LifeWorks (SLLW) Roof Replacement Project at 20 Woodland Place Property - $11,300 SLLW will utilize the CDBG funds to partially support the roof replacement project at their 20 Woodland Place property, where they operate the McKinney Residence for people living with HIV/AIDS. SLLW provides 15 units of affordable housing at this location. The roof is in desperate need for a replacement to address new problems such as dry wall falling from the internal ceiling, excessive leaking, etc. that developed recently. Replacing the roof is critical as it will protect the clients who live in the facility as well as prevent further damage to the building. The home consists of 10 units of transitional housing and 5 units of permanent supportive housing to low-income persons (with some having no income at all). The total cost of the project is estimated to be about $58,588.
In accordance with HUD regulations at 24 CFR 91.505 Amendments to the consolidated plan and 24 CFR 91.105 Citizen participation plan; local governments, interested citizens must be provided an opportunity to comment on any substantial amendment for a period of not less than 30 days before the amendment is implemented. The period for citizens to provide comments on the allocations listed above is officially open as of the date of this notice and will remain open until February 4, 2011. Under local Town procedures, the substantial amendments must be approved by the BET and the RTM. This item will be reviewed by the BET during their January 24, 2011 (Monday) meeting and the RTM during their January 18, 2011 (Tuesday) meeting. Both meetings are open to the public.
